Question

Rimrock Foundation in Billings treats drug and alcohol issues for both residents and day treatment. They are a nonprofit agency. They provide residents meals by having them sent over from Deaconess Hospital, as they have no cooking facilities. An application was made on 12/30/99. Applicant stated she was entering Rimrock 1/1/00. So, caseworker tried to verify if Rimrock was licensed. They are not, but are interested in their residents getting food stamps (probably as retailers). Because policy states that applications must be made by an authorized representative, should the application be denied? Can Rimrock become eligible to receive food stamps if they have no cooking facilities?

Answer

The application should be denied as the applicant cannot use Food Stamps while in treatment as an inpatient at Rimrock.

The regulations appear to support giving FS to a drug or alcohol treatment rehab center who purchases/prepares meals offsite for use on site. However the rehab program MUST meet all state license requirements as a rehab program and must also meet non-profit criteria of the USDA. If Rimrock wants to pursue the ability to accept food stamps for inpatient meals they should call 441-1190 and be sent an application. They will then be filing for residents as an authorized representative.
